The Massachusetts state legislature is debating bills to ban cell phones in schools and limit youth access to social media. Governor Maura Healey unveiled her proposal this week.

The governor says her plan will complement those being proposed by the legislature.

The City of Fall River already bans cell phone use by middle and high school students during school hours.
